Victoria construction demand up 52%: where the work is actually concentrating
Victoria's construction market has had a strong year, and the growth isn't evenly spread. Construction project opportunities across the state increased 52% over the past financial year, according to marketplace data from iseekplant, but some regions recorded growth of more than 90%, while the headline number hides how much the map has shifted.
With around 1.3 million project opportunities flowing through the marketplace each year, the pattern is worth reading properly. If you run plant, supply materials or subcontract into civil work, where demand is growing matters more than the fact that it is.

Where the growth is strongest
Four areas stand out against the state's 52% increase:
- Bendigo: opportunities doubled. The strongest growth of any region, and a reminder that regional Victoria isn't a secondary market.
- Hume: up 91%. Melbourne's northern growth corridor, taking in Craigieburn, Mickleham, Sunbury and Kalkallo.
- Melbourne's west: up 62%. The Wyndham, Melton and Truganina belt, where greenfield housing and industrial development are running hard at the same time.
- North-west Victoria also outpaced the state average.
Read together, the story is one of outward and regional movement. The fastest growth is happening on Melbourne's fringe and in the regional centres, not the inner city.
What's driving it
Four pipelines are pulling on the same contractor pool.
Major transport works are mid-delivery. Suburban Rail Loop East is under construction between Cheltenham and Box Hill, with tunnelling underway and the line due to open in 2035. The Commonwealth added $3.8 billion in the 2026 Federal Budget, bringing its total commitment to $6 billion, and Infrastructure Australia placed the project on its highest priority list earlier this year. North East Link, 6.5km of tunnels from Watsonia to Bulleen plus Eastern Freeway and M80 upgrades, is targeting a 2028 opening. Housing targets are pushing work into the corridors. Victoria's Housing Statement set a target of 800,000 new homes over the decade to 2034. The council-level targets to 2051 explain the geography of the growth precisely: Melton 132,000, Wyndham 120,000, Casey 104,000, Hume 98,000, Whittlesea 87,000, and Greater Bendigo 37,500.
Data centres have found Melbourne's west and north. Truganina and the Mount Atkinson corridor are the established cluster, with newer applications at Mickleham and Campbellfield. Victoria's Sustainable Data Centre Action Plan is aimed at unlocking up to $25 billion in private projects, and the civil phase of those builds is exactly the work that shows up as bulk earthworks enquiries.
Health and education keep ticking over. New and upgraded hospitals at Footscray, Craigieburn, Sunbury, Cranbourne and Mernda, plus a steady school program, sit largely in the same growth areas.
Demand is rising faster than delivery
Victoria's 800,000 home target works out at 80,000 a year. ABS data showed new home completions fell to 54,323 in the year to September 2025, the lowest level since 2014. The state has been one of Australia's stronger performers on housing delivery over the past 15 years, and it's still well short of the run rate.
More enquiries chasing the same contractors is not the same thing as more houses getting finished. For a plant hire business, that gap is the commercial opportunity and the operational risk.
The plant and services in demand
The categories tracking this growth are the ones that sit at the front of a job:
- Bulk earthworks: greenfield subdivisions and data centre pads mean serious cut and fill, dozers, graders, rollers and water carts.
- Excavation and earthmoving: from mini excavators on infill blocks through to 30-tonne machines on corridor work.
- Haulage and materials: tipper work, plus crushed rock and road base into growth-area estates.
- Drainage and pipelaying: subdivision stormwater and sewer, plus vacuum excavation and utility locating around live services.
- Demolition and site clearance: including asbestos removal on the social housing renewal program.
- Traffic control and surveying: the compliance work every corridor and estate job needs.
- Regional capability: earthmoving in Bendigo and Geelong earthworks are both drawing metro-scale enquiry volumes.

If you're in a growth corridor, proximity is your advantage
Growth-area builders and civil contractors run tight margins on mobilisation. A machine 20 minutes from a Melton or Kalkallo estate beats one coming from the south-east, every time.

What to do in the next six months
- Check your listings against the growth map. If Hume or Bendigo is inside your radius, make sure you appear there.
- Get prequalified with growth-area builders. Estate developers and civil head contractors build panels, and they build them early.
