Works have officially kicked off on stage one of the Melbourne Airport Rail project, and it's set to be one of the biggest sources of civil and rail work in Victoria over the next few years. For plant hire businesses and contractors across Melbourne's west, this is a project worth watching closely.

What's happening on site right now
Preparatory works are underway at Tottenham ahead of the main construction phase. Crews are currently carrying out site investigations ahead of two major jobs: rebuilding the Ashley Street rail bridge and constructing an entirely new Tottenham Station. The station itself will be relocated around 20 metres north of its current site to make room for realigned Sunbury Line tracks, and will include a new pedestrian underpass linking Rupert Street and Sunshine Road, with lift and stair access to the platforms.
This early work is the first visible sign of a much larger program. Stage one covers six kilometres of track between West Footscray and Albion, an area currently home to a complex tangle of regional, metropolitan and freight lines. The plan is to untangle that corridor entirely, freeing up space for future Melbourne Airport Rail services and the electrified line to Melton.
The centrepiece of the stage is Sunshine Station, which is being rebuilt into a major transport interchange, described by planners as a "superhub." Two new regional platforms and an extended concourse will lift the station's capacity to handle up to 1,000 train movements a day. A new, fully accessible Albion Station is also part of the scope.
Stage one is expected to be complete by 2030, with the broader project representing several billion dollars of investment across bridges, track realignment, station builds and utility relocation.
Why this matters if you hire out plant or run a civil crew
A project of this size doesn't move in one motion. It moves in waves, site investigation and utility relocation now, followed by bridge and station demolition, bulk earthworks, piling and structural works, track realignment, and then the fit-out and precinct upgrades around each station. Each of those stages needs a different mix of gear and trades on the ground, often for months at a time.
For businesses in Melbourne's west, that's a long runway of opportunity. Excavators, tipper trucks, piling rigs, cranes, compaction gear and site trucks will all be needed at different points, and head contractors and their subcontractors will be sourcing plant and labour locally wherever they can, both to keep costs down and to meet local content expectations that come with major government-funded works.
The catch is that these opportunities move fast, and they're not always advertised in the obvious places. By the time a tender notice is public, a lot of the plant hire relationships for that package may already be locked in.
