      Australia is meant to deliver 1.2 million new homes by June 2029. However, on the current run rate, it won't. The binding constraint isn't demand, planning or finance. It's capacity. There simply aren't enough people to do the work.

      For plant hire businesses, civil contractors, earthmoving crews and owner-operators, that's the daily reality: more work on the books than hours in the day, and a labour market that won't hand you the extra bodies to fix it. Which is why a growing share of Australian construction businesses have stopped trying to hire their way out and started recovering hours from the teams they already have.

      The capacity squeeze, by the numbers

      The National Housing Accord calls for 1.2 million well-located homes between July 2024 and June 2029, an average of 240,000 a year, or 60,000 every quarter. Nobody is hitting that.

      • We're roughly 27% behind the pace. ABS Building Activity data shows 307,635 homes completed in the first 21 months of the Accord, against the 420,000 needed to stay on schedule. That's a shortfall of more than 112,000 dwellings.
      • Every construction trade is short. Jobs and Skills Australia's Occupation Shortage List has the Construction Trades Workers group in a national shortage across the board, and technicians and trades workers now record the lowest vacancy fill rate of any occupation group.
      • It's getting worse before it gets better. Infrastructure Australia's market capacity work points to a construction workforce shortfall heading north of 300,000 by mid-2027, driven by the housing task, the infrastructure pipeline and Brisbane 2032.
      • Jobs are taking longer and costing more. Average time from approval to completion has stretched, and real construction costs are still above where they sat when the Accord began.

      Record employment, record vacancies, and a build rate that still can't keep up. That's a capacity problem, not a demand problem.

      Where AI is actually showing up in Australian construction

      Forget autonomous excavators for a minute. The AI adoption that's moving the needle for small and medium construction businesses right now is happening in the front office in how work gets found, quoted and answered.

      Data from iseekplant, which sees around 1.3 million project opportunities a year, shows the shift clearly:

      • The share of project opportunities captured through AI technologies has gone from under 20% to more than 78% in 12 months.
      • Enquiries submitted through AI-enabled customer channels are up 99% over the same period.

      In other words, the way Australian construction buyers source plant and services has changed inside a single financial year.
